Our Board of Directors

The Community Resource Opportunity Project, Inc.'s board of directors, officers, and committee members are all volunteers.  We work on behalf of our children; their success is our payment!

President of Board of Directors

Brian Jay Glover is a native Philadelphian and product of the parochial school system graduated from Archbishop Carroll High School in Radnor Pa.  He attended West Chester University Pennsylvania, where he was initiated into the Omega Delta Chapter of Omega Psi Phi Fraternity in 1976.  Brian went on to have a decorated USAF military career for over six years and a total of ten with the Virginia Air National Guard.  Brian later started a manufacturing career with Alcoa Howmet in Hampton, VA.  Where he held many industrial leadership positions, including Post Casting Manufacturing Supervisor.  Brian or Jay as many call him has been a volunteer and leader in church and civic organizations; including positions As founder (Portsmouth Omega Foundation), Board member Hampton Omega Foundation and a 2017 Graduate of the United Ways Project Inclusion Leadership program.  After a short sales career, Brian is a founding Partner of Citadel Family Services one of Tidewaters premier Developmental Disability (DD Waiver) provider over the past decade.  His visionary leadership has been valuable to the CROP Foundations continued successes.

Vice President of Operations and Director

Kodi Fleming was born in Norfolk, VA and currently resides in Suffolk, VA.  Kodi is the Assistant Coordinator for Tidewater Community College Workforce Solutions Job Skills Training Program where he oversees the logistics and day to day functions of programming.  He has an extensive background in Non-profit Management spanning over  16 years working with community based agencies throughout Northeastern North Carolina, Richmond and Hampton Roads, VA.  Kodi is the past Executive Director of Communities in Schools of Hampton Roads where he was responsible for leading a nonprofit organization that spans throughout the Hampton Roads area, providing wraparound services for students in elementary through high school. He has been involved in community service activities throughout his professional career and is committed to improving the lives of those that he serves in Hampton Roads, VA.  In 2019, Kodi was inducted as a member of the Elizabeth City State University 40 Under 40 Society for his outstanding service and dedication to his community and University.  Kodi is also a recent graduate of the 24th Annual Class of the Project Inclusion Board Governance Leadership Development Program with the United Way of South Hampton Roads.   Kodi earned his Bachelor of Science degree from Elizabeth City State University (ECSU) and his Master of Public Administration degree from Old Dominion University.  

Director and Basileus (Sigma Kappa Kappa )

Will D. Bronson, Jr., is a Deep Creek High School graduate, and currently serves as a Deputy Associate Administrator in the U.S. Department of Justice’s, Office of Juvenile Justice and Delinquency Prevention (OJJDP).  Will has over 18 years of experience in managing local, state, and Federal programs implementing juvenile justice initiatives. Starting his career working as a state juvenile probation/parole officer in the City of Petersburg, VA, and then in the City of Norfolk, VA; Will went on to work for several VA state agencies as a Program Manager, to include, the VA Office of Comprehensive Services and the VA Department of Criminal Justice Services.  Will joined the Federal Department of Justice, OJJDP, in 2009.  Will holds a Bachelor of Science degree in Applied Sociology from Old Dominion University, a Masters Certificate in Project Management from Regis University, and a Master of Business Administration degree from the University of Phoenix, Richmond, VA campus.  Will is a graduate of the VA Executive Institute, and the U.S. Department of Justice’s, Leadership, Excellence, and Achievement Program (LEAP) for executive development.  Will founded this organization and is committed to improving the lives of youth throughout Hampton Roads, VA.  



C.E. “Cliff” Hayes, Jr., a life-long resident of the Chesapeake, VA area is a 1985 graduate of Oscar Smith High School. Cliff completed his B.S. degree in Computer Information Systems, with a minor in Business Administration from Norfolk State University and has further study in management and leadership from Regent University (Virginia Beach, VA), urban affairs at Norfolk State University (Norfolk, VA), The Sorensen Institute for Political Leadership at the University of Virginia (Charlottesville, VA), The Hampton Roads CIVIC Leadership Institute (Norfolk, VA), and the Executive Leadership Program at Harvard University (Cambridge, MA) John F. Kennedy School of Government’s Innovation in Government Through Information Technology.  In addition, Cliff holds a Master of Management degree in Business Administration from Cambridge College (Cambridge, MA). Finally, Cliff is enrolled at the distinguished Carnegie Mellon University Chief Information Officer Institute (Pittsburgh, PA) to become a certified chief information officer.  Presently, Cliff serves as the Information Systems Manager for the Chesapeake Sheriff’s Office. He served as a member of the Chesapeake City Council from 2004 - 2012 and was recently elected to represent the 77th House District in the VA General Assembly.  He is an ardent supporter of senior citizens rights, healthy alternatives for youth, public safety, technology, job creation/retention, and the Chesapeake City school system.


William D. Walker was born in Ft. Meade MD, and currently resides in Newport News, VA.  William currently serves as a qualified mental health provider (QMHP) for Crestar Health, providing mental health services for at risk youth in the Hampton Roads, VA region.  William is also the co-owner of RBF Security Solutions.  William has been involved with child development programming for many years having previously worked as a juvenile detention specialist for the City of Chesapeake and is committed to strengthening the communities of Hampton Roads for all residents.  William is a graduate of Garfield High School and earned his Bachelor of Science degree from Norfolk State University in criminal justice. 


Chris Brown is a veteran in the real estate industry and is propelling the Hampton roads real estate occupation and market through innovation and grit. Representing  clients throughout the Hampton Roads, Chris Brown has built a solid foundation in the real estate industry through his professionalism, attention to detail, and commitment to always putting his clients needs first. 

A graduate of Virginia State University with an eye for opportunity and growth, Chris excelled with a B.S. in Business Management. Following his graduation, Chris leveraged his intrapreneurial and entrepreneurial skill and experience to create Flip VA - a real estate company specializing in the rehab and renovations of homes.
Active in the community, Chris Brown is a proud life member of the Omega Psi Phi Fraternity, Inc. serving as the membership chairman of the Sigma Kappa Kappa Chapter of Chesapeake, Va.


Born and raised in St. Croix, United States Virgin Islands, and now residing in Suffolk, Va., Delwyn has been a member of the Sigma Kappa Kappa chapter of Omega Psi Phi Fraternity Inc for the past 21 years.  Through the chapter's numerous community service initiatives, he's been a multiple recipient of the chapter's Superior Service award for his commitment to serving the community of the Hampton Roads area.

Delwyn currently serves as an Operation Specialist at Dominion Energy, where he's been employed for the last 22 years. He's also a graduate of Norfolk State University with a Bachelor's of Science degree in Electronics Technology.
